Harper Government has introduced new energy safety and security legislation in a bid to modernise safety and security for offshore industry in Canada.

The new act has been introduced by Canada’s Minister of Natural Resources Joe Oliver and is said to ensure a regulatory system and strengthen safety and environmental protections.

Joe Oliver said: "This legislation will protect Canadians and our environment while supporting jobs and economic growth."

The legislation, which is expected to build on the strong record of safety and security in the country’s offshore energy industry, will also ensure its energy sector can continue to thrive.

In a bid to develop amendments to the offshore liability legislation in each accord act, the Government of Canada collaborated with the provinces of Nova Scotia and Newfoundland and Labrador.

Each province is expected to introduce mirror legislation.

In the offshore oil and gas sector, the legislation is set to raise the absolute liability and will amend the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act, Canada-Newfoundland Atlantic Accord Implementation Act, the Canada Oil and Gas Operations Act (COGOA) and the Canada Petroleum Resources Act (CPRA).

The liability for companies operating in the Atlantic offshore will be raised from $30m to $1bn and in the Arctic from $40m to $1bn, while the liability for fault will remain unlimited.

Newfoundland and Labrador Minister of Natural Resources Derrick Dalley said: "The Government of Newfoundland and Labrador places the utmost importance on the safe and responsible development of our considerable offshore oil and gas resources.

"We have worked collaboratively with the Government of Canada to develop these amendments and look forward to passing equivalent legislation in our province."
