Once operational, the refinery is expected to produce ultra low-sulphur diesel and jet fuel to substitute the imports of these products into Turkey.

In May 2014, Socar signed a contract with commercial and investment banks, including export-import banks of the US, Japan, South Korea, Spain and Italy, and development banks for allocation of $3.29bn for the refinery construction.

The refinery is being built to supply feedstock to petrochemicals manufacturer Petkim.
