Venezuela’s state-owned oil company Petróleos de Venezuela (PDVSA) has awarded an engineering and construction management for the El Palito Refinery expansion project.
Foster Wheeler’s global engineering and construction group affiliate will work with Japan’s Toyo Engineering Corporation and Venezuela’s Y & V Ingeniería y Construcción to execute the project.

The contract value has not been disclosed.
The consortium has already completed the front-end engineering design for the expansion project, to be located adjacent to Carabobo state and expected to be completed in 2016.
Foster Wheeler chief operating officer Umberto della Sala said, "This relationship, together with our proven ability to execute complex projects and our heavy crude expertise, was key to our success in winning this project."
The scope of expansion work will include a number of new units, including a 140,000 barrels per stream day crude vacuum distillation unit, a 24,500 barrels per stream day naphtha hydrotreating and continuous catalytic reformer complex, a 58,000 barrels per stream day vacuum gasoil hydrotreater, a 45,000 barrels per stream day diesel hydrotreater.

By GlobalDataThe expansion also encompasses an 80 million cubic feet per day hydrogen production unit, a 250t per day sulfur recovery / tail gas treatment unit, a new flare system, and amine regeneration and sour water stripper facilities.
Foster Wheeler expects that the expansion would double the refinery’s capacity to 280,000 barrels per stream day, processing heavy and extra-heavy crudes from the Orinoco Belt.
