Cosmo Oil has announced that it intends to resume operations at its Chiba refinery, located east of Tokyo, Japan, in January 2013.

Cosmo Oil senior executive officer Satoshi Miyamoto, who announced the plans, said the start of operations is dependant on approval from local authorities.

The refinery, located at the Chiba complex, has a capacity of 220,000 barrels per day.

Initially, the company plans to restart one of the ABM hydro-desulphurisation units at Chiba in early January.

It also aims to restart its 120,000 barrels per day No.2 crude distillation unit and its related secondary units around mid-January, according to company officials.

Oil refining operations at the other 100,000 barrels per day No.1 Chiba CDU will be restarted from April 2012.

A company official told Reuters that the No.2 CDU will enter planned maintenance from early May to late June, and the No.1 CDU will undergo regular maintenance in 2013.

Due to the shut down in operations the company has posted a net loss of $926m for the year ending March 2013.

Cosmo Oil said it expects to pay no dividend during the current business year for the first time.

Cosmo said it would shut its 140,000 barrels per day Sakaide refinery in July 2013, and may have to close down further capacity to meet government rules by a 2014 deadline.

In Japan, the company operates two other refineries which include Yokkaichi with a capacity of 175,000 barrels per day and Sakai with 100,000 barrels per day.
