Project Development & Engineering (PDE) is an independent engineering company, specialised in the engineering, procurement and commissioning of HVAC systems for industrial and offshore applications. Over the past 12 years we have prepared engineering documents for industrial plants and offshore platforms, varying from FEED studies, basic and detailed engineering, to troubleshooting and inspections.

Our engineers cover the complete field of expertise which is required to work out HVAC systems as well as the utilities around them, such as chilled water and heating medium piping, cooling and heating plants, and HVAC control systems. To fulfil this task, our engineers are supported with dedicated, state-of-the-art software.

The projects we have worked on vary from plant buildings for the chemical industry to living quarter modules and process modules for offshore applications. Our projects are located in many different places around the globe, coping with extreme cold or extreme hot (marine) climates and everything in between.

HVAC FEED, basic and detailed design packages

PDE is capable of starting a project from scratch, developing HVAC concepts incorporating client demands, and ensuring compliance with applicable regulations, codes and standards, including ABS, MODU Code and NORSOK.

Special features keep the HVAC running in difficult conditions, enabling the Sakhalin II PA-A Molikpaq platform to cope with harsh winters.

With experience in different countries, PDE is also familiar with local regulations such as the Russian SNIP and GOST specifications, and the Indian OISD specifications.

PDE HVAC FEED packages outline the most suitable HVAC system for the application and ensure a clear basis for further development within the boundaries of client demands, regulations, codes and standards.

The FEED is followed up by basic and detailed design in which the HVAC systems are fully worked out in HVAC equipment specifications, D&ID’s and P&ID’s, ducting layouts, datasheets, etc. In making these documents, PDE aims to comply with international HVAC standardisation in documents and symbols.

HVAC calculation software

Our engineers use state-of-the-art HVAC calculation software for heat and cooling load calculations, ducting pressure drop and noise calculations, and dynamic temperature calculations. The program for dynamic temperature calculations is an especially advanced tool for investigating indoor climate.

Dynamic temperature simulations for HVAC applications

In HVAC engineering it is common practice to calculate heat and cooling loads on the basis of static calculations or index numbers, resulting in designs with a more than sufficient overcapacity and no information on human comfort.

In order to produce more accurate calculations and to properly select equipment capacities, PDE makes use of dynamic temperature simulations for HVAC applications in which human comfort and energy consumption are important. Dynamic calculation also allows us to investigate the effect of the building construction on the room temperature and humidity.

PDE is able to produce climate input files based on actual weather data from local meteorological stations. Besides temperature and humidity, parameters such as sun height, sun direction, direct and indirect sun radiation, wind speed and wind direction are part of the climate input file. The simulation program calculates with hourly values for a realistic simulation.

The simulation results, such as room temperature and humidity, human comfort and energy consumption, are used to optimise the HVAC or building design.

When only the equipment capacities have to be calculated, static calculations are used. PDE has experience with programs from several software houses such as BINK software, Carrier HAP and Elite Software.

HVAC control systems and instrumentation for offshore platforms

HVAC systems form an integral part of the safety and well-being on platforms by regulating temperatures, humidity, over and under pressures, and diluting explosive gases. HVAC control panels and HVAC MCCs are therefore integrated with platform safety systems such as fire and gas systems (F&G), emergency shutdown systems (ESD) and distributed control systems (DCS).

PDE is experienced in designing HVAC control systems which is reflected in HVAC control philosophies, system architecture diagrams, control panel and MCC specifications.

Dedicated and specialised HVAC instrumentation is used for cooling equipment and air-handling units, and is therefore an exception to general process instrumentation specifications. PDE is familiar with most brands and types of dedicated HVAC instrumentation manufacturers and can provide HVAC instrumentation datasheets for each HVAC application.

PDE has been involved in challenging projects for oil and gas companies, leading engineering companies and contractors, such as Shell, Sakhalin Energy, Larsen & Toubro, Veba Oil, Prosafe, ONGC, Talisman, Gas de France, Gassco, Momentive, CB&I Lummus, Fluor and Hertel Offshore.
