Statoil to develop Norwegian oil field with first phase investment of $19.6bn

Statoil and the partners in the Johan Sverdrup oil field decided on a concept for development of the field off Norway, for which investment in the first phase is estimated at up to NOK120bn ($19.6bn).

Johan Sverdrup phase 1 development will involve a field centre consisting of four installations and power from shore with a transformer on Kårstø delivering direct current to the riser platform, ensuring an estimated 80MW.

According to Statoil, the development is expected to reduce total CO2 emissions from the Utsira High area by 60%-70%.

The field will be developed in multiple phases and first phase design capacity is said to be 315,000bpd field capacity.

Eni discovers gas at Marine XII block offshore Congo

Italian oil and gas company Eni discovered significant wet gas at Nene Marine 3 exploration well in the Marine XII block located about 17km offshore Congo.

The Nene Marine 3 well, which led to the gas discovery, was drilled in a water depth of 28m and has encountered gas and light oil accumulation in the pre-salt clastic sequence.

Shell commences production from Mars platform in Gulf of Mexico

Royal Dutch Shell commenced production from the Mars B development through its deep-water platform in the Gulf of Mexico.

Shell claims that it is the first deep-water project in the Gulf to expand an existing oil and gas field with significant new infrastructure.

The deep-water platform drilling rig Olympus sits in approximately 945m of water.

Additional development drilling with the help of the Olympus platform drilling rig and a floating drill rig will enable an estimated peak of 100,000 billion barrels of oil equivalent (boe) per day in 2016.

Total to sell stake in Angola offshore block for $750m

Total announced that it is set to sell its 15% participating interest in the Angola offshore block 15/06 for $750m to Sonangol.

Located approximately 350km north-west of Luanda in deep offshore Angola, the block 15/06 covers around 2,984km², with a water depth ranging from 220m to 1,700m.

At present, the north-western hub of the block is under construction and is expected to produce in 2015.

A final investment decision for a north-east project is set to be taken in 2014.

Chiyoda wins $1.1bn contract for Indonesian FPU project

Chiyoda International Indonesia, a subsidiary of Chiyoda, secured a contract from Eni Muara Bakau for the engineering, procurement, construction and installation (EPCI) of a new barge floating production unit (FPU) at Jangkrik and Jangkrik North East gas field development in Indonesia, for approximately $1.1bn.

Chiyoda received a contract in collaboration with Saipem Indonesia, Tripatra Engineers and Constructors, and Hyundai Heavy Industries.

The scope of the contract comprises engineering, procurement, fabrication of the FPU (hull and topside) and installation of a mooring system, along with hook-up, commissioning and assistance to the start-up.

BOEM proposes to increase cap on oil spill liabilities

The Bureau of Ocean Energy Management (BOEM) announced its proposal to administratively increase the limit of liability for oil spill removal costs and related damages.

The latest proposal to increase the costs from $75m to approximately $134m is said to be part of the ongoing efforts of the Obama administration to ensure the safe and responsible production of domestic offshore energy resources.

According to BOEM, under the Oil Pollution Act of 1990, the increase would apply to offshore facilities in both federal and state waters.

Canada introduces new regulation for offshore industry

The Harper government introduced new energy safety and security legislation in a bid to modernise safety and security for offshore industry in Canada.

The new act was introduced by Canada’s Minister of Natural Resources Joe Oliver and is said to ensure a regulatory system and strengthen safety and environmental protections.

Joe Oliver said: "This legislation will protect Canadians and our environment while supporting jobs and economic growth."

The legislation, which is expected to build on the strong record of safety and security in the country’s offshore energy industry, will also ensure its energy sector can continue to thrive.

Bilfinger extends agreement with BP

Bilfinger Industrier Norge extended an agreement with BP for the maintenance of oil and gas production facilities in the North Sea.

The renewed agreement is valued at €50m and will run from 1 May 2014 to 30 April 2016.

Under the terms of the agreement, Bilfinger’s scope of work will cover painting, scaffolding, insulation and access technology services at BP’s Valhall, Ula and Skarv fields.

The agreement follows on from two recent contract renewals, which Bilfinger was awarded by Statoil.
