BP and Irving Oil have decided to scrap their plans for the proposed second refinery at Saint John in Canada, due to economic difficulties brought about by the recession.

The companies said that weak demand forecasts for petroleum products in North America have forced them to abandon the multibillion-dollar project, which has been subject to an 18-month feasibility study.
