Global oil and gas contracts reported a quarter-on-quarter increase in total disclosed value, with $44.7bn in Q4 2025 as compared to $23.36bn in Q3 2025. However, the number of contracts also reported a decrease from 1,524 in Q3 2025 to 1,306 in Q4 2025. The high-value contracts by Saipem, COOEC, Tecnicas Reunidas, Sinopec Engineering, and Maire provided a significant boost to contract value.
Some notable contracts awarded during Q4 2025 include Saipem and COOEC consortium’s approximately $4bn contract from QatarEnergy LN for the EPCI of North Field Compression Facilities Package (COMP5) in Qatar. Gasunie’s multiple contracts are valued at $2.93bn for the supply of strategic pipeline materials for hydrogen, natural gas, and carbon infrastructure projects to customers in the Netherlands, Belgium, and Germany.
China National Chemical Engineering & Construction Corporation Seven (CC7)’s approximately $1.99bn from TAZIZ for EPC of an integrated single-site polyvinyl chloride (PVC) plant to produce PVC, ethylene dichloride (EDC), vinyl chloride monomer (VCM), and caustic soda in Ruwais, Abu Dhabi, UAE.
In addition, L&T Energy Hydrocarbon Offshore (LTEH) and Consolidated Contractors consortium’s ultra-mega contract defined worth greater than $1.73bn for the engineering, procurement, construction, installation and commissioning (EPCIC) of a natural gas liquids (NGL) plant and allied facilities, including all associated utilities and offsite and integration with existing facilities for processing rich associated gas (RAG) sourced from offshore and onshore oil fields in the Middle East.
Operation and maintenance (O&M) represented 47% of the total contracts in Q4 2025, followed by procurement scope with 27%, and contracts with multiple scopes, such as construction, design and engineering, installation, O&M, and procurement, which accounted for 15%. The upstream sector reported 954 contracts during Q4 2025, followed by the downstream/petrochemical and midstream sectors with 224 and 145 contracts during the quarter. Asia recorded most of the contracts, with 472 contracts in Q4 2025, followed by Europe and North America with 329 and 304 contracts, respectively, during the quarter.
