ExxonMobil Moçambique has issued a letter of intent (LoI) to McDermott Energy Solutions (UK) covering limited engineering and procurement services for the continuation of the Rovuma LNG phase one midstream project.

The LoI was issued by ExxonMobil Moçambique on behalf of the Area 4 partners.

McDermott Energy Solutions (UK) is a subsidiary of McDermott and a majority shareholder in the SMDC joint venture (JV) with Saipem, Daewoo Engineering & Construction and China Petroleum Engineering & Construction Corporation.

The work is intended to support project definition and planning as the Area 4 partners move towards a final investment decision (FID), which is anticipated this year.

The onshore development is expected to include 12 modular liquefaction modules designed to produce 18.6 million tonnes per annum (mtpa) of liquefied natural gas (LNG), with start-up projected in 2031.

The Rovuma LNG project is said to be ExxonMobil’s largest single investment.

McDermott CEO and board chair Michael McKelvy said: “Our work on Rovuma LNG builds on McDermott’s established LNG expertise in Mozambique and our disciplined approach to execution.

“Our experience on Mozambique LNG, combined with our long-term commitment to the country, positions us to deliver critical infrastructure that supports Mozambique’s emergence as a major global LNG supplier.”

Under the planned execution, engineering of the inside battery limits, encompassing the liquefaction modules, will be carried out by McDermott from its offices in London, UK and Gurgaon, India. Project management will be seconded to the SMDC JV team based in Milan, Italy.

Over its 30-year lifespan, Rovuma LNG is projected to generate around $150bn (9.58tn meticais) in revenue for the Government of Mozambique.

ExxonMobil Mozambique is set to lead the construction and operation of the Rovuma LNG project, while Eni will lead the Coral floating LNG project operations.

McDermott low carbon solutions senior vice-president Rob Shaul said: “This award reflects the strength of our long-standing relationship with ExxonMobil and our ability to deliver complex LNG developments.

“Having successfully executed front-end engineering design (FEED) for Rovuma LNG, we are well positioned to advance the project into its next phase.”

In September 2025, McDermott signed a master services agreement for the planned Monkey Island LNG project in Louisiana, US.
