The Canadian Environmental Assessment Agency is seeking public comments on the Kitimat Clean Refinery project, located about 13km north of Kitimat, British Columbia.
Based on these opinions, the agency will decide whether the project requires a federal environmental assessment.
The agency is inviting comments to help inform this decision, as well as the potential effects of the project on the environment.
The Canadian Environmental Assessment plans to post a decision on its website, stating whether an environmental assessment is required.
In the case that an assessment is needed, the public will be given three more opportunities to comment on the Kitimat project.
The proposed project will have a refinery, power-plant, rail yard, marine terminal and a bitumen storage facility.
Kitimat Clean also plans to build a new pipeline to deliver fuel to the proposed marine terminal, located about 12km south of Kitimat.
The project is expected to have a capacity to process about 400,000 barrels of bitumen per day and is projected to have a lifespan of at least 50 years. The capacity will be split between two identical processing lines or trains.
Kitimat refinery will need 250,000 barrels of water per day for steam generation, process uses and also for cooling water.
