The UK Government’s Department for Energy Security and Net Zero (DESNZ) has granted a DCO for the HyNet North West CO₂ pipeline.

This DCO will enable the building, operation and maintenance of infrastructure to transport the captured CO₂ under the HyNet carbon capture and storage (CCS) cluster project, for which Eni is the transportation and storage operator.

This order is said to be the first Anglo-Welsh cross-border application for a Nationally Significant Infrastructure Project (NSIP).

ENI submitted the DCO application in October 2022, and the consent order now marks the completion of a determination process that took 18 months.

The pipeline will carry CO₂ from industrial sites across the North West of England and North Wales to Eni’s depleted gas reservoirs beneath the seabed in Liverpool Bay for permanent storage.

With an initial capacity to transport and store 4.5 million tonnes of CO₂ annually, the HyNet transportation and storage system is expected to scale up to ten million tonnes per year post-2030.

“This position was further reinforced following our acquisition of Neptune Energy, which gives Eni access to three additional CO₂ storage licences for a total gross storage capacity of about 1Gt in the UK.”

Last year, Eni agreed in principle with the DESNZ for a regulatory framework that will govern the HyNet CCS project.
