Glenfarne Group’s Texas LNG Brownsville has issued a limited notice to proceed (LNTP) to Kiewit Energy Group for the proposed Texas LNG project at the Port of Brownsville, Texas.
Kiewit is the engineering, procurement and construction (EPC) contractor for the liquefied natural gas (LNG) export terminal.
The notice covers procurement of long-lead equipment, EPC phase engineering activities and geotechnical work. These measures are intended to prepare the project for full-scale construction and a final investment decision in the future.
Glenfarne CEO and founder Brendan Duval said: “The LNTP work and purchase orders demonstrate the strength of the project’s world-class partner network and Glenfarne’s continued disciplined advancement of Texas LNG.
“By progressing key equipment, engineering and site-readiness work during LNTP, we are maintaining project momentum, improving execution certainty and positioning Texas LNG to move efficiently into full construction.”
In March 2026, Glenfarne executed a lump-sum turnkey EPC agreement with Kiewit for the project. The company has also received authorisation from the Federal Energy Regulatory Commission (FERC) to construct and operate the facility.
The recent approval of purchase orders and engineering work under the LNTP builds on these previous milestones as the project targets the delivery of lower-emission US LNG to international customers.
The Texas LNG export terminal, if built, will be located on the Brownsville Ship Channel in Cameron County. It is expected to have a capacity of four million tonnes per annum (mtpa) of LNG.
The facility is designed with electric motor drives to reduce emissions.
In August 2024, the US Court of Appeals for the District of Columbia Circuit vacated and remanded the FERC’s authorisation for Texas LNG.
The court cited a lack of supplemental environmental review and insufficient consideration of environmental justice and air quality issues.
Earlier this year, Texas LNG Brownsville entered into a definitive 20-year sales and purchase agreement with RWE Supply & Trading for the supply of 1mtpa of LNG.
