Strategic Fuel Fund Association (SFF) operates as a subsidiary of CEF (Pty) Ltd. It manages South Africa’s strategic inventory of crude oil on behalf of the State. The company’s core activity is trading in crude oil. It also provides many ancillary services, including the co-ordination and management of the transportation and distribution of crude oil, crude oil storage facilities, environmental protection against oil pollution and risk management. The company holds strategic stocks of approximately 10.5 million barrels of crude oil. The strategic stocks of crude oil and the land and buildings used to hold the stock are the property of the State. SFF also manages the storage facilities in the Western Cape at Milnerton, outside Cape Town, and at Saldanha Bay. The company also owns sizeable coal deposits near Johannesburg. SFF is headquartered in Johannesburg, South Africa.
