Technip Energies has secured an engineering, procurement and construction (EPC) contract from the Hindustan Petroleum Corporation (HPCL) for a refinery upgrade programme at its Mumbai facility in the Indian state of Maharashtra.
Although the company did not specify the precise value of the EPC contract, it stated that the value lies within a range of €250m ($279.43m)–500m.

Technip Energies indicated that the contract will be included in the Project Delivery segment’s order backlog in the third quarter of 2026 (Q3 2026).
The award falls under HPCL’s Lube Modernisation and Bottom Upgradation (LMBU) project and encompasses two processing units.
A 550,000-tonnes-per-annum (tpa) integrated hydrocracker and catalytic dewaxing unit and an 850,000tpa solvent de-asphalting unit will both be constructed within the boundaries of the already operational Mumbai Refinery.
The LMBU project is designed to overhaul HPCL’s capacity to produce lube oil base stocks, the raw materials from which automotive engine oils and industrial lubricants are manufactured.
Technip Energies project delivery and services president Loïc Chapuis said: “This award by HPCL reflects the confidence placed in our EPC delivery capabilities and builds on a relationship between our two companies spanning more than two decades.
“Leveraging our expertise in refinery modernisation and complex project execution, we look forward to delivering the new units and ensuring their integration with existing facilities, supporting HPCL in its strategic modernisation.”
Alongside this, the upgradation component will convert heavier refinery residues into products of greater commercial value, helping to optimise throughput and reinforce the site’s competitive position over the longer term.
The investment sits within India’s broader drive to upgrade its downstream petroleum infrastructure amid rising domestic consumption of both transport fuels and specialty petroleum products.
By generating more value from its current crude processing operations, HPCL aims to bolster national refining output while lifting the economic performance of its existing asset base.
The Mumbai award follows another recent contract win for the Paris, France-listed engineering group.
Last month, Technip Energies was selected by Petkim, a subsidiary of Azerbaijan’s state energy company SOCAR, to support the development of an integrated petrochemical complex in Aliağa, Türkiye.
These agreements comprise the licence for a large mixed-feed ethylene cracking unit, the integrated process design package, and front-end engineering design services for the overall development.
In May this year, Technip Energies obtained full notice to proceed for an EPC contract with Caturus’ Commonwealth LNG project in the US.
