The Lufeng 12-3 oil field development is located in the Pearl River Mouth Basin of the South China Sea, China. It is being jointly developed by operator SK Innovation (39.2%) and China National Offshore Oil (CNOOC, 60.8%).

CNOOC Energy and Technology Services (CenerTech), a wholly-owned subsidiary of CNOOC,  is responsible to supply, operate and maintain the floating production storage and offloading (FPSO) vessel for the project for a period of ten years.

The Lufeng 12-3 field is expected to commence production in the second half of 2023. It is expected to produce up to 29,500 barrels of oil a day (bopd).

Location and discovery details

The Lufeng 12-3 field is located in Lufeng Sag in the north-eastern part of Zhu-I depression in the Pearl River Mouth Basin, South China Sea, China.

It was discovered by drilling the Lufeng 12-3-1 discovery well in 2018. The discovery well encountered a net oil pay of 36m.

Lufeng 12-3 oil field development details

The development plan for the Lufeng 12-3 field includes an FPSO vessel named Hai Yang Shi You 123, which will be moored with an internal turret mooring system (ITMS) at a water depth of 236m and a wellhead platform housing a modern drilling rig.

The wellhead platform will be connected to the FPSO via a 3km subsea cable and pipeline.

The oil field development will include the drilling of 13 wells.

Fabrication work for the FPSO’s 1,500t ITMS started in May 2022. The FPSO was delivered in March 2023.

The installation of the platform jacket was completed using the Blue Whale crane in April 2023. The Hai Yang Shi You 229 jacket launch barge was also used to install the 24,000t jacket structure.

Hai Yang Shi You 123 FPSO details

The 100,00t double-hull FPSO is equipped with an integrated internal turret mooring system designed by SOFEC. It features nine anchor piles weighing 115t each.

The FPSO vessel is 241.5m long, 45.2m wide and 25.4m deep. It will have production capacity of 70,000 barrels per day and a storage capacity of 650,000 barrels of oil.

The vessel can accommodate up to 80 people and supply power to the wellhead platform of the field.

The Hai Yang Shi You 123 FPSO, also called Offshore Oil 123, is considered to be China’s first smart FPSO that integrates digital technologies such as cloud computing, big data, the Internet of Things, artificial intelligence and edge computing.

The digital twin technology will be applied to ensure intelligent production and operation management.

Hai Yang Shi You 123 was delivered to CNOOC in Nantong, Jiangsu, in June 2023.

Contractors involved at the Lufeng 12-3 Oil Field

Luoyang Zhengyuan Petrochemical, an electrical desalination service provider, was contracted to provide oily water separator marine equipment for the Lufeng 12-3 project in September 2022.

Bluewater Energy Services was awarded an engineering, procurement and construction contract for the turret mooring systems for the Lufeng 12-3 FPSO in September 2021.

Jutal Offshore Oil Services subsidiary PJOE was chosen by Bluewater Energy to provide fabrication and construction services for the ITMS and anchor piles of the FPSO.

American Bureau of Shipping, a marine and offshore technical advisor, was contracted in August 2021 to provide offshore inspection and certification services for the project.

OffshoreTech provided front-end engineering and design services for the jacket structure of the Lufeng 12-3 wellhead platform in May 2021.

China Merchants Heavy Industry was contracted for the hull construction of the Lufeng 12-3 FPSO in November 2021.

Offshore engineering company Jiangsu Leadair HVAC Technology was subcontracted by CMI for providing the ventilation system for the FPSO vessel in May 2022.
